Zoellick ‘yeni ve daha tehlikeli’ bir sürece girdiği uyarısında bulundu ve 2008’de insanların daha az borçlu, piyasaların ise daha az duyarlı olduğunu hatırlattı. Zoellick ' in bu uyarısı akıllara kusursuz fırtına " the perfect storm" filmini getirdi.
